This is part of scheduled quarterly testing carried out across the speed camera network.
Victoria has among the robust and rigorous camera testing regime in the world.
Quarterly testing has been in place in Victoria since 2005 and looks at both the primary and secondary speed measurement devices to measure speed accuracy and speed reliability. Sensor tests are also performed.
Quarterly testing is carried out in addition to yearly testing of cameras.
Every year, the speed measurement devices, which are the primary component of a speed camera that enables it to detect and measure a vehicle's travelling speed, are tested and certified. This is the testing that is required under the Road Safety (General) Regulations 1999.
Fixed freeway speed cameras http://www.justice.vic.gov.au/wps/wcm/connect/Road+Safety/Home/Traffic+Cameras/Types+of+Cameras/RSAFETY+-+Fixed+freeway+speed+camerasFixed freeway speed cameras are placed along freeways and in tunnels to detect speeding vehicles.
In-road sensorsIn-road sensors linked to speed cameras are one method of speed detection used on fixed freeway speed camera systems.
Two in-road sensors are placed at a fixed distance apart and measure the time it takes a vehicle to travel between each sensor. If the sensors record that a vehicle's speed is greater than the posted speed limit, a photograph of the vehicle is taken.
These sensors are used on Geelong Road, the Monash Freeway, and in the Domain and Burnley Tunnels.
Fixed radarThe other method of speed detection on freeways is the use of fixed radar cameras. These are typically installed above the traffic on gantries and bridges.
Fixed radar cameras operate on the Western Ring Road and on EastLink.A fixed radar camera uses radar technology to detect levels of speeding. A frequency is transmitted from the radar, which bounces off the vehicle allowing the camera to record the vehicle speed. For more information on radar technology, see the Doppler Effect explained.
If an offence is detected by either a fixed radar or in-road sensor, a photograph is taken. Each photograph is subjected to rigorous verification processes before it is authorised by Victoria Police as a valid infringement.
Initially, each photograph is assessed by a qualified and trained verifications officer. A second officer then reviews the decision.
Prior to any infringement being issued, each camera session is reviewed and authorised by sworn police officers of the Victoria Police Traffic Camera Office.
The 'Doppler Effect' explainedRadar technology is based on the 'Doppler effect'. Speed is calculated by measuring the change in the return radar frequency that is reflected by a moving vehicle.
A simple way of understanding the 'Doppler effect' is to think of the siren's pitch of a passing ambulance. The siren’s pitch changes as the vehicle races towards and then away from you. This change in pitch is the result of a change in the frequency of sound waves; if you could measure the rate of change of pitch, you could also estimate the ambulance’s speed.
Handheld radar devices use the same principle. Radar guns aim an electromagnetic signal at a target vehicle and then pick up the return signal reflected off the vehicle. The device then measures the frequency of the reflected radar to determine the speed of the vehicle.
